I agree- Payless has the cheapest rates but people here have stated that they high-pressure you to take insurance coverage.

Also, I heard Hotwire.com was having a Las Vegas special now (something like $13.99 a day). You might want to look there.

i just used payless.. 12$ a day ..no problems at all

You could always try Priceline and see what you can get there....I use them all the time for Vegas car rentals.

I always book via hotwire, works similarly to Priceline and the cars you get are always with the big name companies, very reliable!
